THE CONTRIBUTION OF PROJECT MANAGEMENT TO THE PROJECT DEVELOPMENT PROCESS
Project management has become an important and effective component of real estate development activities today. In its simplest terms, project management encompasses all efforts made to execute a project within the targeted timeframe, at the required quality level, and at optimal cost, while adhering to occupational safety and health (OSH) regulations. These fundamental objectives can be supplemented by more social and long-term goals, such as reducing the project’s operating costs, minimizing negative environmental impact, and contributing to energy efficiency and urban development. To achieve these goals, the top priority is to ensure that the necessary planning is carried out during the preparation phase and that an effective project management team is established. Project Management should not be viewed merely as a service provided by a single team, but rather as the timely and complete fulfillment of services and actions by all stakeholders within the framework of their respective roles and responsibilities.
Project phases can generally be defined as Strategic Definition, Preparation, Design, Bidding, Construction, Commissioning, and Operation.
- During the Strategic Definition phase, the Developer may seek support from Government Agencies, Financial Institutions, Investment Advisors, Real Estate Appraisers, Leasing/Sales Advisors, Market Research firms, Design firms, Contractors, and Project Management firms. This support will make a significant contribution to defining the project’s needs and objectives, as well as identifying and anticipating potential problems and risks. Contributions that a project management firm can provide at this stage include feasibility analysis, preliminary investment budget, preliminary master work plan, risk analysis, and similar services. These services, provided by the project management firm and other stakeholders, are crucial for realistically anticipating potential problems and alternative solutions. Having stakeholders—particularly the project management firm—with relevant experience will facilitate the Developer’s work and create added value at every stage. During the Strategic Definition phase, the Developer, together with the project management firm, creates the project roadmap.
- Once the decision to proceed with the project has been made, during the Preparation phase, the Developer and the project management firm jointly form the design team, and the project management firm prepares the Project Management Plan. This ensures that the project’s implementation strategy, preliminary investment budget, risk analysis, design process, and deliverables are defined, along with the roles and responsibilities of stakeholders, and that these are formally enshrined in contractual obligations.
- In managing the design process, the key tasks assigned to the project management firm include process management involving interim milestone targets; working with the design team to ensure optimal quality within the targeted preliminary budget; and ensuring timely follow-up on interim milestones and official permits.
- During the bidding phase, the project management firm conducts the work to identify the construction contractors. The most important task at this stage is to define the job descriptions, interim milestone dates during the construction phase, and responsibilities for the stakeholders who will be involved during the implementation period based on their experience, and to propose contracts to the Client that protect the interests of all parties and obtain the necessary approvals.
- During the construction process, the Project Management team is also responsible for ensuring that the contractor firms—selected through competitive bidding—proceed in accordance with the approved schedule prepared based on the project’s time targets; for budget monitoring; for quality control; for finalizing the detailed designs required for construction; and for regularly reporting on the work to the Client. At this stage, ensuring that the necessary measures, actions, and decisions are taken in a timely manner is directly proportional to the experience and competence of the project management team.
- The Commissioning Process involves the handover of the project to the operator/end-user following the full and complete execution of all necessary tests, commissioning, and provisional acceptance procedures; the completion of this process signifies the successful fulfillment of the project management team’s responsibilities. Throughout all these processes, the project management firm, leveraging its staff and experience, will act as the developer’s technical and administrative representative within the scope of responsibilities defined by the services it undertakes, and will continuously exert meticulous effort to mitigate project-related risks and ensure the achievement of the targeted outcomes. In all of the interconnected and complementary processes mentioned above, the project management firm will form the cornerstone of the project through the Document Control, Cost Control, Design Management, Reporting, Quality Assurance, and Monitoring systems it employs, thereby providing significant added value to the Developer in terms of accountability and responsibility.
